Question WorldGuard Vehicle Place & Vehicle Destroy Not Working

Hai!
How can I set it for whole world (created with multiverse) to allow vehicle-place and vehicle-destroy. Already tried __global__ (/rg flag __global vehicle-place allow). Also did it in my station, but still not working. If I do /rg info it show the flags as there, and as allowed, but ppl still cant place it.

Are there any permissions involved or something?

Update! They can place boats but not minecart
