Solved WorldGuard help!

I created a region with worldguard, and in the process of trying to make it so everyone can break only glass in that region and in the process I have typed some extra commands, and now in my spawn a couple hundred blocks away it doesn't let members use any item, even after I removed the region, and it happens every time I remove all the files and put them back in! HELP! After I remove the worldguard files from my plugins page it still keeps saying you are not permitted to interect with <item> unless I'm oped.
