WorldGuard flags are acting strange

Recently on my server, a moderator told me that players could teleport out of jail. I also noticed that mobs were able to be spawned with spawn eggs in the creative world. I'm not sure if this is due to a recently installed plugin or if it's a problem with WorldGuard. Here's my list of plugins:

There is a global flag for each world on WorldGuard. Just go the world you want to flag and type:

/region flag __global__ flag

(Note that there are 2: _ _)

 

I know how to use the global region, what I'm asking about is if anyone else is having problems with WorldGuard flags not working correctly. Some things do work however. It shouldn't be a problem with permissions, I have checked and the default rank on my server has no permissions related to WorldGuard.

 

Same here... my players were fighting in my pvp areana lobby, in the spawn, AND!!!! in the survival spawn, in creative they were spamming ghasts........

 

Because your worldguard configuration and permissions are wrong. -_-

 

Didn't notice any problems with WorldGuard. Currently using the latest build of it on 1.4.7
