Plugin Help World Guard ./spawn is not allowed in protected areas

Basically im making a factions server im deoping myself and testing permissions Ive setup everything right apart from the allowed commands so I rg defined my shop and now I cant do ./spawn or any of the other warps they have access so whenever they are out of the protected area with ./rg define (name) they can do all the commands but when a deoped player is in that protected area and they try to do any command it just says /command is not allowed in this area Please help me
