Question World Guard Block Restrictions

    My current goal is to try and make certain zones using WorldGuard. These zones would be for mining, farming, or tree chopping. I want, for example, to make it in the tree zone you can only place saplings and remove wood and leaves. I found WGBlockRestrictor, but it's outdated and doesn't even have the custom flags I need to define this.

    I just need a newer way to do this for 1.7.10. Also I am using forge as well if that makes any difference.
