Solved World guard blacklist ingore groups not working

I have successfully been able to block items in certain worlds. Now I want to add exceptions so that certain groups can place spawners. I deleted my blacklist.txt under essentials, and am still coming up with the exact same message when trying to place a spawner while in this pex group. The message is
You do not have the permission to place a enderman spawner!


I hope this is a simple fix, any suggestions?

Note. My spacing is correct for the permission, just look like its off here because of the way it copied over.
