Plugin Request Work mode

I need a plugin that Admins can use when they're working with fixing grief or helping players.

Name: Work
Version: 1.8.1
Permission: work.use work.broadcast work.check
Commands: /Work - Set automatically to on/off when you type the command
Function:
- Give player a new inventory with Lava(64), Water(64), WE Axe(1), Compass(1)
- Give player the old inventory back on Logout or turning work off
- Send message to players with perm: "PLAYERNAME went into work mode."
- Check players thats in work mode. (/workers)
Players in Work: Name1, name2, name3

I have tried the plugin "Duties" but it dosen't work so good in my server. Don't know why.
