   Well, what exactly are you building the server for?
   

   1. If you are building it for your own server, or just one specific server in general, just use that update.
   2. If you are building for other people to use, build the plugin using 1.13 or 1.12 (since those are the updates that most server owners actually have, and the only ones that are currently supported), and if there is an issue for an older update, make specific use cases for those updates.
