Want a custom towny plugin made

I was wondering if anyone would be able to make me a custom towny plugin.
Details on what I would like:

1. pretty much normal towny plugin
2. I want towns to be able to declare war on other towns at any time as long as their town is a certain level. so like if there were like 5 levels they could only start declaring war if their town was level 3.
3. plots to be 16x16 areas (or chunks)
4. no ability to make embassy plots
5. be able to work with pex or group manager
6. economy
7. work with sign shops, chest shops and other plugins like that
8. ranks inside towns (like Mayor, assistant, helper) with different customisable permissions
9. work with worldedit, world guard, multiverse
10. work with broadcasters, and welcome messages, etc

if you could do his it would help my server out greatly.
it is only just starting out.

This shouldn't be incompatible at all with any of the plugins listed, as it would use a different system and events. This sounds to me a bit like Factions/Kingdoms. Have a look at the configuration for those plugins- they might be able to suit your needs
