Teleporting problem

On my server Only Operators can go through portals like The Nether or End (It just says you dont have acces to go here) And i really have no clue whats causing this i have the following plugins

inside the config.yml for multiverse, is "EnforceAccess :" set to true or false?

 

Its on true.
