Stoping users from breaking and picking up minecarts

    I was hoping somebody could suggest a plugin or way to stop users from breaking then picking up my minecarts.
    I used to use guestprev as this did it (in a way) but as this plugin is out off date and doesnt look like it will be updated i was wondering if anybody had any surgestions
