Solved Something with IP's

    I recently purchased a new laptop and wanted to move the server files from my old computer to the new one, so I would pretty much have the exact same server. Of course, the IPV4 had changed and I applied that to the port forward settings but despite all this, other players aren't able to connect to the server anymore. As far as I know I have configured everything correctly.

    My port forward configurations:

    People are still able to connect to my server when I change it back to the old IPV4 and have the server running on my old computer. So people are still able to reach the server, so my guess is it must be something locally that prevents the connection from going through.

    PS: The connection error is a Connection timed out.

    @bwfcwalshy Nope, I copied all the files from the old computer. It's the exact same server, but there has been a change in IPV4 address. When I change back to the old IPV4 and run the server on the old computer, there are no issues.

    - Yes, the new IPV4 is the correct one.

    SOLUTION: Windows 10 firewall was blocking the connection, disabling it for Minecraft did the trick.

    On your server settings, did you put anything under "IP"?
