server problems , cant reach server

will you please help me my server seems to be only allowing me into it because im on the computer it runs on. but the other day i had the same problem but it was because there was an IP after "IP=" in the .properties. but now we had it fixed for about a day then the server kicked everyone and sense then no one has been able to log in to my server please help i have tried everything. im portforwarding an IP through my router and i have my internal IP set to static if that helps and i already check and they are the same and i even changed the ip to make sure that wasnt it but its still down PLEASE help
