    My server specs:
    PROCESSOR: Intel(R) Xeon(R) CPU E3-1270 V2 @ 3.50GHz, 8 cores
    RAM: 31.40 GB (usable)
    OS: Ubuntu Linux 12.04.1

    Plugin list:
    • AutoMessage
    • BuyCraft
    • CombatTag
    • Essentials
    • MCWarZ
    • NoCheatPlus
    • PermissionsEx
    • PVPGun
    • WorldEdit
    • WorldGuard
Plugins that I know are fine
    • MCWarZ
    • PVPGun
    • AutoMessage
    • WorldEdit
    • NoCheatPlus
    • CombatTag
    Which Leaves:
    • BuyCraft
    • Essentials
    • PermissionsEx
    • WorldGuard
    Additional Information
    • The server with all the plugins only use 3-4 gigs of ram
    • The server with all the plugins only use 16% CPU
    The problem:
-My server can handle about 100 players on it while maintaining a 20 TPS (I actually got my friend to spam it with players [to 250] and it was at 20 tps too).
-After about an hour of the server staying at 80 people, the TPS starts to drop, and fast.
-I know the MCWarZ, pvpgun, automessage, and worldedit are not the problem, because they are VERY low in CPU usage and RAM usage

    So my question, is this:
Has anyone else had these problems with these plugins?

If you need any more information, please let me know :)

Remove all Plugins and check again. If it still happens then it could be a cronjob that is draining the power.

NoCheatPlus has been going pretty retarded on my server.

Post your /gc results here when you have a good amount of players online. (real players not offline in 1 spot)
Also what is your view distances?

    Works fine on my servers.

Out of 32 total? Just asking, not that OS and tasks other than Minecraft would get low on RAM and cause CPU/drive lag indirectly.

The Box has 32 gigs, I am able to use 31.40 gigs of it.
With two of my servers running on ths box, I'm only using 6 of the gigs.

Interestingly, when I reload the server, the TPS goes right back up to 20.

I hope you mean restart. /reload is known to cause a lot of plugins to create memory leaks/save issues.

NoCheatPlus will need more resources then other plugins might (because it needs to "record" ever move that a player does and calculate it) do but that doesn't mean that it automatically kills your server performance. On our tests NC+ 353 is doing a great job in performance related stuff, without causing any lag spikes or whatsoever.

@orange451 3-4 GB is quite a lot for a start up. Do you have multiple/big worlds? Could you check the size of your world folders?

A NoLagg examine file would be interesting for your issue:
    http://dev.bukkit.org/server-mods/nolagg/
    http://dev.bukkit.org/server-mods/nolagg/pages/nolagg-examine/

I always recommend to limit the worlds with a plugin like this one:
    http://dev.bukkit.org/server-mods/worldborder
So your players cant endlessly expand it until your server cant keep up anymore.

    I'll look into nolagg.

The map is already limited to 3k by 3k.

It's not a startup. The server has a solid 80 people on it. It can handle quite a lot more, I'm sure, but with this problem, I cannot raise the cap.

Big server: turn off as much logging as reasonable (especially NCP).

I took off NCP completely, the TPS still loweres after about an hour.

NCP is not your problem. I can run 250 ppl on a server with no tps drops using ncp

Well then the only thing that's activly logging, is the server.log file, which only logs people logging on, people logging off, and commands.

So I tried setting up the server on a autoreload (Bukkit.reload()) system every 25 minutes. Doing this fixes the TPS, and does not increase RAM consumption :)
