Server Crashing, Chunk Error? PLEASE HELP!

Just this last day my server will glitch kicking everyone due to a Timed Out error. This will occur roughly a minute after I try restarting the server. I experienced this EXACT SAME ISSUE 4 TIMES in the last 3ish month on two different server providers and on many worlds. I made a similar thread regarding this issue but it was never resolved. The only way I could fix it was by deleting the world which is not an option for me this time so I need help to fix the error. I am using Craftbukkit 1.6.4 on my 1.6.4 server. I have not yet updated any of my plugins to be compatible with 1.7.

If you read the thread I linked many people suggest going in McEdit and finding the chunk etc, well the map is a Factions server with a world border of 10,000 by 10,000 and I have 150 slots so it would probably be impossible to find the chunk. I am also not sure if it is only one chunk, as well as it might not even be a chunk error although it was last time will identical error messages. DELETING THE WORLD AND MAKING A NEW ONE IS NOT AN OPTION FOR ME. I have already done this 4 TIMES due to this issue and the issue always resurfaces about 2 weeks later. I really need help!

that, and your version of bukkit is out of date. download the latest 1.6.4 recommended build.
