Choose plugins wisely, and configure them carefully ! Deactivate (heavy) features that you don't need, such as lwc/magnet or WorldGuard with "useplayermoveevent" or Orebfuscator/proximityhider, disable some logging features for plugins like NoCheatPlus or ChestShop unless you need them or want them for other reasons. Keep plugins up to date, keep CraftBukkit up to date (or Spigot). Also for dedicated servers the commandline options for CraftBukkit can be of relevance (java/garbage collection). Hardware matters, internet connection matters... probably you should post more details (what you have and also what CAN actually change in terms of hardware, hoster, plugins).
