[Request & Question] Fly Mod Permission

I recently started wondering if there is any way to disable/enable flight for specific players. If there is some sort of way, whether it be a plugin or server option, please tell me. If there isn't a way, I think it would be pretty dang useful for server operators. I was thinking a plugin could do this and be tied into the Permissions plugin but then I thought it would have to bypass the server settings and whatnot. So if someone could look into it that would be awesome!

 

I would also want this.

 

It would be possible to enable fly in the server settings and then hand permissions for fly to operators, through the permissions plugin, means, the plugin still does the fly check on users and kick's those who have no permissions.
I'm pretty new to plugin programming and I'm not shure if I could do this with my basic knowledge : /

PLAYER_MOVE would be the event..
