Discouraged users are subjected to annoying random delays and failures in system behavior, designed to 'encourage' them to go away and troll some other server.
like players comes try's to annoy the players on this server. so sm1 will create this plugin that Discourages users to lag or chat doesn't work some times etc..instead banning them.
