Basically, a plugin such as this would help people with servers that include making a whitelist application. When someone joins they would be automatically thrown into the default permissions group. Player joins --> User added in users.txt --> Automatic perm reload --> Viola, you didn't have to move a finger! I would deeply appreciate a plugin like this with all the specs above. Also if you want i will donate 5 bucks to the person that makes this through PayPal, but only if it functions well/fills my needs.
Yeah just do what Nazerb said. You can just make a default group for people in the permission config. For example, on my server, we have a group called 'Peon'. Whenever new players to the server log in, they can't edit any blocks or use any commands until they are upgraded using Yeditor to the player class.
