Report Plugin

What I want: I need a plugin that does the following: when someone reports another user (users only would this plugin) that you need to put / report <user> <reason> and admins appear to them: [world in which the user is] Name the reporting <filename> reportado> report: why the reports [number of people have reported that person] Example: http://prntscr.com/3t6x44 You'd see all reports of all server worlds, but the list of reports would go for worlds if the world "lobby" put /rlist you would like the report list in the world you are.
(sorry for bad english :s I'm from Spain)
Ideas for commands:
/report <user> <reason> (Used to report a user)
/report -a (show you a list of all reports of all worlds)
/report -w (It shows a list of all reports in the world you are)
/report -w <world_name> (It shows a list of all reports in the world you put in the command)
Ideas for permissions:
report.user (permission to report a user)

reports.receive (Allows a user to receive reports and use /reports -a or /report -w or /report -w <world_name>)

EvilGooD I am working on a plugin like this but using the conversation api to allow you to do /report then talk out the name the reason and any evidence, it will also have a easy way to view reports and solve them.

EvilGooD Simple Help Tickets and Skyotickets can pretty much do it. I tried some ticket systems on my server, and it worked pretty well.
