Pvp is not permitted even though it should be?

PVP on my server isn't working the way it should be. I am running the plugins:

SpoutEssentials, CraftBookCommon, MultiInv, WorldEdit, HeroicDeath, Permissions, LogOres, BOSEconomy, CraftBookVehicles, VoxelSniper, CraftBookMechanisms, mChat, MineMail, CommandBook, SpoutWallet, CraftBookCircuits, MyHome, MultiVerse, BigBrother, VanishNoPickup, LazyRoad, Spout, Help, CommandHelper, PermissionsBukkit, SlowHealth, LWC, MyWarp, NoCheat

and my server.properties is:

Any ideas? I figure its just some permissions node that i don't know one of the plugins has. Help would be appreciated!
