public shop chests plugin

Suggested name: Public Shop

What I want:
a plugin where the admin sets public shop chests (Every chest will have a floating item and a holotext representing the category of the items to be sold using this chest ) and players are allowed to place their items in these chests for sale at any price they want.

when a player opens the chest he'll see the items that other players put on sale ( when he puts the cursor on the item he'll see the item name, the price and the seller name).

Finally, when someone buys an item, the price is taken from the buyer and given to the seller and the items are removed from the chest and given to the buyer.

Note/ This method is used in LokaMC server, and I searched for it with no clue where they got it, I think it was made especially for that server.

Help would be very much appreciated since all shops plugins do not support public or global chests.
All shops that i've found requires to belong to a single person ( who created it ).

What i don't want: Signs , users commands (only admin commands)

Ideas for commands: /ps create <name|category> <floatingItem> , /ps edit <name|category> <floatingItem>

Ideas for permissions: publicshop.use, publicshop.create, publicshop.remove
