Problem/Bug Problem with PermissionsEx

I seem to have an issue with PermissionsEx, as in it just doesn't seem to want to work. When I type /plugins, PermissionsEx is in red, no PEX commands seem to work and my ranks are not working either. If anyone is willing to help me resolve this issue, it would be greatly appreciated.

VERY messy.
To start off with, whenever PEX refuses to load, check your console for the server, and see where you screwed up on. It will say something like "error on line 123 column 123" and after that, it will give you additional information on how to fix it.
Another helpful resource is yamllint.com
That website will parse your YAML and tell you where the errors are.
Use this permissions.yml example and edit your file after this.
