PEX Permissions Broken

So I recently installed pex and wrote the config and ranks only to discover that none of my staff had staff commands (ban, unban, ipban, unbanip, blacklist, gmc, gms,gma, gmsp, fly, disguise, nick, vanish, etc) even though I put them in the config/ranks! I even checked everything in a yml parser! Can someone please help me?

Although I posted yes, I actually feel you should update to 1.11. There's is no reason to stay on old updates. (Click the link in my signature)

Use YamlLint. Are the configs valid? Are there any errors in the console?

 

I would update to 1.11 but I have to confirm with my dev team first. And yes, there are no errors in console, the confogs are valid, everything checks out; but nobody has any perms

Wait, ranks.yml isn't the actual name of the config, it's actually permissions.yml, I'm just used to calling it ranks.yml. Sorry for any confusion.
