PermissionsEX permissions not working

Hello again!
I did fix the problem with PermissionsEx showing red in the /plugins list with your help yerterday. since then the plugin has always been running green in the /plugins list but it just doesnt seem to use the prefix/suffix and not even the permissions. I can assign my player to the group and it will be saved there but nothing happens and i dont get any rights as long as i dont give myself op. My friends are not able to modify the world without me giving them op and it sucks.

EDIT: Okay so i have found out that my permissions isnt working correctly. even the default file doesnt let me destroy blocks wayyy outside the spawn area or do any of the commands. I dont know what to do.
