PermissionsEx Help

    I have a minecraft server on 1.8.3 (that might effect why this won't work). I can load up the server fine with all my other plugins. I try to go into the config for PermissionsEx but there's no folder for PermissionsEx. I don't know why it won't load the folder. I don't know if there's another plugin I need in order to make PermissionsEx work or it just simply don't work. If there's a misunderstanding leave a comment and I'll respond back ASAP.
