PermissionsEx Being Strange

Hello, so I'm starting a prison server and I have donor ranks and prison ranks. When someone is a prison rank... they are allowed to rankup, but when I *ADD* (not set) them to a donor rank, they can't rankup. Please comment a way to fix this, if there is something wrong with the config (tell me what exactly) and anything else that'll help. I'll have a link to the pastebin of my Pex config

Also, if you see a # with a message like DONOR RANKS or something, don't say in the comments that the message in the config was the problem, because the message isn't in the actual config... I just put it there to separate the rank categories.

ONE MORE THING: The category that the problem is in is the Donor Ranks. Make sure you read the A rank first though.
