No ones taking DAMAGE! + OPS needed for portals?

So I've recently created a server, and I have SG and Survival on it. but even though there's a problem that NO ONE takes any sort of damage! Another problem I'm having, is that when players are NOT OP'd, then they can't click on any of the signs, or go through portals! The plugins I have are,

I already tried the God mode thing, doesn't exists. Please try and help me fix this problem as FAST as possible! cause this is a PvP server!

1. Do not advertise your server. Remove the server address.
2. It sounds like you forgot to set up a default group. You need to make a default group that contains all the permissions that all players should have (such as being able to PVP and click signs).
3. Why are you still on 1.11? There is no reason to stay on older updates. You should update to 1.12 as soon as you can.

 

How do I set up a default group? What do I need to have in it?

Specifically for this problem, scroll down to preparations. In there, you will see what the permissions.yml should look like and will show you how to set up a default group.
