New players to read the rules then self promote

Hi,

I'm getting my server set up and I have a "New" rank where people can't build etc.

I would like them to be able to type a command in which will promote them to the "Member" group.

They only find out the command by reading the rules! So I'll hide it in the body of text.

e.g. /ihavereadtherules
promotes a New to Member

As an extra, it would be great if the command would only promote players in the group "New" as I'll be having a group underneath the standard "Members" group which has restricted permissions (e.g. no teleport) to punish players who break the rules rather than outright ban. And so I would rather they could not auto-promote themselves back up to "Member" status until their time has been served!

I'm using Permissions and will be having a go at writing the plugin myself but every assistance will be most welcome!
