multiplayer treasure chest

hi all. I used to use phatloots for this, but it's broken on the new versions.

Suggested name: LootChest

What I want: As a an operator, I want to place hidden items around spawn for any player to find if they explore.

Once found, I would like the chest to be fully accessible to other players, but not available to a player/IP that has already accessed the chest. I would like a cooldown to prevent the same player from accessing a chest either for a number of seconds or indefinitely.

Ideas for commands:
create a loot chest, from inventory, at viewed container
/lc create

set a cooldown for viewed loot chest
/lc cooldown [time] (-1 for infinite)

Ideas for permissions:
lc.admin
lc.use
