Mobs get harder when farther away from a point

I want to make it so that the farther away you are from the configured point, the more harder mobs become.

For instance, being close to the point will only spawn a few mobs, maybe 1 or two natural hostile mobs at a time, but when you move father away, more hostile mobs will start spawning, and eventually non-natural mobs will spawn, ex. Blazes, shulkers, withers, etc.

This difficulty be configured by using a ratio in the config. The default range should be 100, and setting the number higher will make difficulty change less common, and setting the number lower will make it faster. For example, with a higher number, the mob difficulty changes every 300 blocks, while a lower number will make the mob difficulty change every 30 blocks.

Other mob values will change other than mob spawn frequencies and types of mobs. Health and damage is also a factor, which can all be toggled by configurations.

This works for multiple players. If 1 player is close to the point and another player is far from it, they will both get the correct mob difficulties for their area.

There are a few suggestions for this:

    - Manipulating regional/local difficulty
    - Allow spawning of non-natural mobs in the overworld
    - Ability to toggle daylight spawning for monsters
    - Ability to toggle sun damage to undead mobs

This is a very interesting idea. I like it.
