Max default enchant limit

What I want: I would like a plugin that breaks the limit of enchantments for players (anyone and everyone) by having the default enchant limits multiplied. This will work on both Anvils and enchantment tables. And by multiply i mean instead of changing each and every enchant limit, i just want to be able to type "multiplier: 2" to double the limit of each enchant, i would also like this to work with the exp cost for enchanting, but i want to divide the exp cost so i would like it if decimals were to be enabled so i can do "multiplier: 0.5" to divide the enchant cost by half.

Ideas for commands: no commands needed, maybe a reload would be fine

Ideas for permissions: no permissions i want this to be for everyone.
