Question Keep Chunks Active [for Minecrafts]

    Hello communtiy,

    I'm currently planning a big railway system through my minecraftmap, using Spigot 1.8 as a sever software.
    The problem is when a minecart comes to an unloaded chunk it automatically stops until the chunk gets loaded from a player.

    I've tried many plugins now like ChunkLoader, CraftBook, Citizens, ChunkKeeper and WorldGuard ChunkFlag, but none of them seem to work as expected.
    The problem is that they are working when it comes to keep redstone signals active for example, but moving objects like minecarts doesn't seem to work, they just stop as if the chunk would be unloaded.

    What I need is a plugin that keeps certrain chunks active when there is no player on the server or around the chunk and even if you restart the server it should stay active when the server is back again.
    I also heard of a method that works with redstone and hoppers, but what I need is a plugin.

    So my question is, is this technically even possible in Minecraft 1.8x?
