Issue with Multiverse Corse

I'm hosting a server on my own PC. I have everything set up and it is fully capable of being accessed from anywhere in the world. However, whenever I start up my server MultiverseCore spits out many errors. /mv help doesn't work. Nothing works for it. This hasn't happened before. The only other plugins I have on there so far are HolographicDisplays, Multiverse-SignPortals, WorldEdit, and WorldGuard. And when I check the config.yml, it's completely blank! I try pasting in a config from a different server where there aren't errors, and when I start the server, it deletes it! I start the server with a standard batch file:

I'm thinking that since there is no ProtocolLib plugin that might be causing issues. Thanks in advance to anyone that has a fix

I am not concerned about the issue with WorldGuard mentioned in the log file
