is there a pluing that lets you rank peoples buildings

i would like to be able to rank peoples buildings after they'r done. like i place a sign and in line 1 i put [5.0] and in line 2 i put the makers name to give that building a ranking out of 10 and the plugin tracks the numbers and once some on reaches a combined total of 100 they get put into a listing and when they reach 1000 they get auto ranked up to the next ranking like default-member-trusted so on and be able to cut it off a certain ranking.
