Is there a plugin to change the biome of a chunk?

And if so, will it effect the weather in that chunk? My spawn area is a frost biome (it was originally something else, but chunkster made it a frost one when it fixed some glitches I had due to a power outage. I was wondering if there was a way that I can change it back to something else, like one with rain.
