Is it possible to change an item's icon color or hue?

Just wondering if it is possible to change the color or even just flat-out change the icon of an item in the player's inventory as a server side plugin? Basically I have a few ideas for olivine that can give players special items that do different things depending on what the item is. I am looking for a way to denote these special items or even give them their own icon's. I rally don't think that it is possible to do is but I figured I'd check just to make sure.

It would be great if you could force a server side texture pack, but you can't (Yet anyway..)

What you could say however is that you recommend people use a texture pack, and the server wouldn't really be playable without them, then stick a download link for a custom pack somewhere?

 

Though forcing it would require sending images to the client to replace the current skins... Maybe create a temporary file that stores SMP skins?
