How to make so creepers will do damage to players but won't destroy anything.

hmm.. i cant realy pinpoint a plugin but when you find one, check the config file

I have a simular plugin for lava. It kills people, but dont burn anything.

a plugin called HigherExplosives is what a I use to do this just change the config file a little

 

WorldGuard. in the configuration of the world it has the option to do exactly as you are asking.
You can even define regions that allow or disallow thus actions.
