Solved [HELP] Players can't move items in there inventory

Ok so even when i join my server as an OP i can't move any items around in my inventory even though i can pick them up or get them from a kit. Have you ever heard of this happening? I have been troubleshooting for hours and i cant seem to find out what is causing this. Essentials maybe??
