Heat Seeking arrows

Hello!
I have recently installed Bling's Homing arrows plugin and I really like the concept of arrows that guide themselves to their target. What I notice about the plugin was that there isn't any configuration for the user. It also looks like that the author of the plugin isn't going to add any configuration possibilities.

So here is what I would like to request:
A Heat Seeking arrow plugin that has the following:

• a config file that allows the server owner to edit. Here are some examples of what can be configured:

- Allow or disable normal arrows to heat seek (Only unique arrows can be heat seeking arrows.
- Allow or disable sound effects when a heat seeking arrow is fired.
- Allow or disable particle effects when a heat seeking arrow is fired.
- Allow or disallow heat seeking arrows from targeting players.
- Allow or disallow heat seeking arrows from targeting mobs.
- Allow or disallow heat seeking arrows from targeting NPCs (Citizens).
- Enable or disable crafting of a heat seeking arrow.

• permissions:

- Permission node for using heat seeking arrows
- Permission node for manually spawning a arrow. E.g: /heat seeking arrow 1
- Permission node for crafting a heat seeking arrow
- Permission node for playing sound and particle effects
- Permission node for different targets (Mobs, Players, NPCs)
Additional Ideas:

• compatibility with factions. Allow members of the same faction or allied faction which the player is currently in not to be targeted by heat seeking arrows.
• an ignore feature. Players who are on a "ignore list" wont be targeted by heat seeking arrows.
• multiple types of heat seeking arrows that have different rates of accuracy. For example heat seeking arrow 1 has a high chance of hitting its target than heat seeking arrow 2.
• an optional explosive enchantment on a heat seeking arrow when it hits its target or misses.
• and any ideas that you think would be good.

However this plugin doesn't match what I want it to be like. Also I cannot code for my life so the plugin would be very hard to get to my liking.
