Essentials signs not working

I have seen many forum posts like this one and always people respond with: remove the #. It doesn't work anymore. I use Essentials EssentialsX-2.0.1 and I have used Essentials-2.x-SNAPSHOT and they both didn't work. I am running a 1.10.2 server and it really doesn't work. I have attached my Essentials settings file I created on a clean server and even there it doesn't work. Please help me!

I notice that the file you uploaded is named "config.yml.txt" while it should be named "config.yml". Is this also the case on your computer?

Also, are there any errors in console? Can OPs do it? And please post your config file using Pastebin

 

http://pastebin.com/89Jw0bhq I converted the config to txt to upload it here but now I've uploaded it to Pastebin. As I create a sign, I enter for example [Disposal]. Next thing happens, the text disappears and nothing happens. No error in the console and no error in-game.

Do you have the correct permission to place said signs (ex: "essentials.signs.create.disposal")?

 

I have given myself the essentials.* permission so in theory it should work right?
