Plugin Help Essentials.Kits Problem

I've set up permissions, and got to setting up the kits and i used "essentials.kits" & "essentials.kits.tools", setup the same in each rank.
I can check kits and use the 'tools kit' while i'm set as "Citizen", but not as ANY of the other groups without being OP.
