Default Players Cannot Spawn On My Server!

If a default player types /help the option to use the /spawn command appears. When they type /spawn some yellow text comes up saying "You Don't Have Permission To Do That". If I give their group the permission, it says, "That Group already has permission to that command". How do I fix? Here are my plugins:

Edit: I deop myself and used the console to move me to the Owner group. Even in the Owner group it won't let me do /spawn. I obviously can't op everyone on the server. How Do I Fix?

Edit 2: Thinking It's A Problem With The HomeSpawnPlus Command. Removing and replacing with Multi Spawn'

Edit 3: Multi Spawn Didn't Work so I reinstalled HomeSpawnPlus. Did some more testing and HomeSpawnPlus is definitely the problem. Downloading the older version of the plugin to see if that works.

Edit 4: Struggling to find another plugin that allows different spawns in different Multiverse worlds. Know of any?
