Really depends though. I have an extra account I only use for testing purposes, and I could use that account for the skin, however not so sure about doing a plugin like this if your not willing to spend the dough, or sacrifice your own head.
Why else would I be on the Bukkit forums? No duh, but I don't know how to create this sort of plugin.
