Could Somebody Build the Perms for my Server?

Basically I'm gonna be running a server with a few ranks and schools to get to them, you can see the list of what ranks do here

But I don't know much about Bukkit etc at all so I was wondering if someone could put it together for me? Just learn the nodes and whatever.
I'll be using the SignRank plugin to get most jobs. I'll also need a newer version of Turnstile etc so people pay to get to a "classroom" with the SignRank sign inside.

It's not that easy for people to make you a permissions file.
What permissions plugin? What plugins are you running? What ranks will have access to what?

It's always easier for you to do it, as you know best for your server
