ChatEx (for PermissionsEx) will not read Vault

    On my 1.12 minecraft server, I have vault downloaded and in my plugins folder.
    Along with ChatEx, in which I was told is needed for PermissionsEx ranks to work properly.

    But, my server keeps telling me in its logs that I don't have Vault downloaded, even though it is clearly there. I have both Vault and PermissionsEx and ChatEx updated to its highest; so if anyone knows how to fix this (probably quick) problem, please help!
