Carpet On Stairs Help

So im creating a plugin where when a player right clicks on stairs with carpet it spawns a fallingblock of wool riding an item frame directly below it in order to push it up enough to give the illusion that carpet is on the stairs. How would i set the passenger of an item frame to be a falling wool block?
