@Texor Remove all plugins from your server. Does that fix the problem? If so, one of the plugins is causing the problem, and you will need to re-add each plugin until you can figure out which one it is. If not, then you have an issue with permissions.
@Texor Look at the NoDrop plugin's permissions. Maybe there is a permission for picking up items. Also make sure there are no world guard flags on the world that prevent items from being picked up.
