cant figure out how to enable pvp

hey, silly question- but i cant figure out how to enable pvp on my server, its a faction war server
yes - i did enable pvp on the server properties
and in factions im almost positive i configed it correctly, there are two factions enemied to eachother and they cant fight eachother anywhere. my plugins are as follows.

do you think one of those plugins is disabling my pvp on my world? ive gone through all of them and glanced for pvp, but didnt see anything restricting it D:

tried searching for the word pvp in most of the config files, still cant find anything relating to re-enabling pvp

by deleting the essentials config folder i can pvp but i cant figure out why essentials was doing it o.o

what do i need to do to groupmanager / essentials to enable pvp? o.o
