Cant build on 2 of my servers help!!

    I have a bungeecord server network with 5 servers running. only two of them i cant build in for some reason.
    Server 1 Plugins: AutoAnnouncer, ChatManager, CreativeGates, Essentials,Factions, mccore, PermissionsEX, Simple auto save, Vault, world edit and wrld guard.

    Server 2: same plugins except instead of factions is herobrineAI
